Make some cash, thwart Batman, and become the most infamous villain of them all.

To do this, you’ll have to plan out your moves and strategize, but you must also be adaptable; Gotham is in chaos, and your plans may not always go as intended! Wrestle for control of Gotham’s districts with rival villains and out-think your opponents by using your power and weapons.
